Chief Operating Officer

William C. Randle is a co-founder and Chief Operating Officer of True North Development, which provides real estate project management services and construction oversight to developers, investors, and other real estate professionals throughout the State of Michigan. Mr. Randle has more than 20 years of experience as a real estate professional, and has taken the lead role in more than $85 million of real estate development activities since 2014. He has expertise in all facets of real estate development, including land acquisition, market research and feasibility studies, master planning, rezoning, entitlements, and management of development construction. Mr. Randle excels at public speaking, and prides himself on his superior leadership skills and his ability to create consensus among a variety of stakeholders. In addition, Mr. Randle has created new and enhanced existing relationships with major institutions and employers throughout the region, and has garnered their support for the development projects that he pursues.

Prior to co-founding True North Development, Mr. Randle was Chief Operating Officer of WestPac Campus Communities, a Santa Barbara, California based company focused on student housing investment and development. His role encompassed the management of all aspects of the development process, which included the successful delivery of 376 newly constructed student housing beds, rezoned and received entitlements for an additional 394 unit multifamily development project, and successfully
master planned two communities.

Mr. Randle received his undergraduate degree from Mississippi State University in 1982. In 2010, Mr. Randle relocated to Michigan, where he resides in Okemos with his wife Jamie and their son.

Jonathan G. Branoff is a co-founder and Chief Investment Officer of True North Development, which provides real estate project management services and construction oversight to developers, investors, and other real estate professionals throughout the State of Michigan. Mr. Branoff has been a real estate professional since 2005. He has a wide breadth of experience ranging from property management and asset management, to acquisitions and investor relations, as well as providing guidance on architectural design and entitlements. Mr. Branoff’s area of expertise is in real estate finance and investment, deal structuring, securing capital, investment strategy, and financial modeling and analysis. Mr. Branoff’s creativity coupled with his extensive real estate background across many  disciplines allows him to generate innovative real estate solutions that optimize value for the projects he works on.

Prior to co-founding True North Development, Mr. Branoff was Chief Investment Officer of WestPac Campus Communities, a Santa Barbara, California based company focused on student housing investment and  development. His role included performing asset management, providing oversight of the property  management team, securing debt and equity, investor relations, financial underwriting, and transaction management. In this capacity, he was directly involved in the day-to-day oversight and strategic decision making for more than 3,000 student housing beds, as well as the development process of multiple student housing,  mixed-use, and multifamily development projects. Mr. Branoff has been an active real estate investor throughout his career, and he approaches every project from the perspective of an owner.

Mr. Branoff studied  International Business at the American College of Thessaloniki (Greece) in 2003, earned a Bachelor of Arts in Finance as well as a Bachelor of Arts in Communications from Michigan State University in 2005, and received  his Professional Certificate in Real Estate Finance & Investment from New York University in 2006. Mr. Branoff  received the Certified Commercial Investment Member (CCIM) designation in 2017 and has been an active  member in the Urban Land Institute (ULI) since his selection into the 2016 ULI Larson Center for Leadership, a  program designed to develop real estate and land use leaders in Michigan. Mr. Branoff resides in Ann Arbor  with his wife Ashley and their two children.

Eric P. Helzer, EDFP
Eric P. Helzer, EDFP is the Principal of Advanced Redevelopment Solutions which provides specialized real estate consulting services to developers, investors, public agencies and other real estate professionals throughout the Midwest. Their uniquely crafted solutions are customized for each assignment to provide their clients with transformative options toward the redevelopment of distressed and underperforming real estate assets. Mr. Helzer’s over 26 years of multi-disciplinary real estate experience in economic development finance, environmental & civil engineering, consulting, development, owner’s representation, and construction management provides the essential skills and knowledge to maximize a property’s value. Mr. Helzer is a resourceful thinker that combined with his persistence, unique and diverse background and expertise makes him extremely adept at resolving issues and creating opportunities to reposition real estate assets.

Prior to founding Advanced Redevelopment Solutions Mr. Helzer was Vice President of Economic Development & Incentives at AKT Peerless, a nation-wide consulting firm. His role included facilitating, evaluating, recommending and coordinating all types of economic development incentives at the federal, various states and local units of government level (such as Cash Grants & Low-Interest or Forgivable Loans, Tax Increment Financing and Tax Abatements to name a few). Before AKT Peerless he served the Michigan Economic Development Corporation (MEDC) as its Brownfield Program Team Leader where he was responsible for developing/implementing Brownfield strategies, policy & guidance documents for the State. His role included coordinating, evaluating, and recommending the approval of Michigan’s Brownfield Programs (Tax Increment Financing & Credits). Over the first 15 years of his career Mr. Helzer was directly involved with real estate development from land acquisition through construction, environmental assessment through remediation and preliminary cost projections through secured financing. His roles included ownership, Vice President, Principal Consultant, Project Manager and Engineer.

Mr. Helzer’s experience includes over 60 enhancement programs at the federal, various states & local government level including, Incentive Packaging, Strategic Planning & Policy Structuring/Facilitation and Securing numerous types of: Grants & Loans, Tax Increment Financing & Abatement incentives, Tax Credits, and other programs. His 26 years of economic development work has resulted in thousands of new jobs and hundreds of millions of dollars in new private investment within over 100 communities on over 400 transformational projects (including planned community and mixed-use development projects, industrial, residential, and commercial developments). He approaches the redevelopment of difficult sites by identifying not only the physical obstacles, but the financial hurdles, quantifying their cost and facilitating and structuring the correct incentives to position the property for redevelopment and success. Mr. Helzer earned a Bachelor of Science in Civil/Environmental Engineering from Michigan State University in 1992 and is a certified Economic Development Finance Professional. Mr. Helzer resides in the Lansing area with his wife Kathy and their two children.

John R. Peckham
John R. Peckham is a Senior Project Manager of Advanced Redevelopment Solutions which provides specialized real estate consulting services to developers, investors, public agencies and other real estate professionals throughout the Midwest. Their uniquely crafted solutions are customized for each assignment to provide their clients with transformative options toward the redevelopment of distressed and underperforming real estate assets. Mr. Peckham’s over 47 years of extensive experience in commercial, office and mixed-use development, owner’s representation and all aspects of construction projects to develop the appropriate rates of return to compensate for the risk of the investment. Mr. Peckham is a “boots on the ground” resourceful problem solver that makes him extremely valuable to get a property pad ready for vertical construction.

Prior to joining Advanced Redevelopment Solutions, Mr. Peckham was the Principal in Peckham Real Property Services where he performed site evaluations, market opinion of values, project feasibility evaluations, and owner representations from project entitlements and governmental approvals through construction management. Before Peckham Real Property Services, he was President of Martin Property Development that focused on commercial development/owner representation and client advocate services for all aspects of real estate development and construction. Over the first 13 years of his career, Mr. Peckham was directly involved with large scale construction projects in Aeronautical Development of airports as a Project Manager for Peckham Engineering.

Mr. Peckham’s development experience includes over 40 office, medical, retail, assisted living facilities, distribution/production facilities, and mixed-use development projects. His 47 years of development work has resulted in thousands of new jobs and hundreds of millions of dollars in new private investment.

Mr. Peckham attended Ferris State College in 1969 and is a licensed Real Estate Broker and Builder in the State of Michigan. Mr. Peckham resides in the Lansing area with his wife.
